PCSO Discovers Three Additional Victims and Files More Charges Against Alleged Video Voyeur

Polk County, FL. - Polk County Sheriff’s Office (PCSO) detectives have uncovered three new victims in the case against Domingo Rivera Velez, a Winter Haven man initially arrested on June 26, 2024. This discovery led to the filing of additional charges against the accused individual, who had already been released on bond after his initial arrest for video voyeurism involving a 15-year-old girl.


43-year-old Domingo Rivera Velez found himself back in custody on July 8th, facing a new set of charges, including Video Voyeurism of a Victim under 16 (F2), two counts of Video Voyeurism (F3), two counts of Enhanced Possession of Child Pornography (F3), and Production of Child Pornography (F2).


Following Rivera Velez’s first arrest, PCSO detectives seized multiple electronic devices for forensic analysis.


The latest developments revealed that all three newly identified victims are now adults, with one being only 11 years old at the time of the recordings.

“Our detectives from the Special Victims Unit are doing a great job with this investigation, by working to identify every person Rivera Velez has secretly recorded. We know he’s surreptitiously video-recorded strangers where he worked, and we know that he’s done the same with relatives. We are holding him accountable for creating these sexually exploitative recordings—we are working to make sure he goes to prison.” – Grady Judd, Sheriff

Ongoing investigations by PCSO detectives involve a thorough examination of videos captured at the south Lakeland Home Depot store where Rivera Velez was employed. These recordings depict instances where Rivera Velez allegedly aimed a concealed camera beneath the clothing of female customers while working in the store's aisles.
